The State Engineer reviews the construction specifications to ensure that the following are included and addressed appropriately
(NAC 535.210(5)):
- Clearing and grubbing of the construction area
- Stripping of unsuitable material
- Location of suitable borrow sources
- Foundation preparation/compaction requirements/cut-off wall requirements
- Embankment material classification, quality control, moisture conditioning and compactive effort
- Geomembrane and geotextile specifications including handling of the material
- Erosion protection
- Concrete, soil cement and roller compacted concrete (RCC) design and specifications
- Material standards, handling and placement.
- Material testing requirements - frequency and type of testMaterial testing requirements - frequency and type of test
- Methodology for dealing with out of specification materials
- Equipment and appurtenances
- Foundation preparation/compaction requirements/cut-off wall requirements
- Instrumentation
